网络空间已成为关系国家安全、产业发展和个人权利保障的关键空间。军事冲突、进出口管控、国家安全审查和数据主权等方面的国际斗争日趋激烈，网络舆情危机、网上虚假信息和网络恐怖主义泛滥，网络攻击严重威胁关键基础设施安全，大规模个人信息泄露事件频繁发生，网络社会治理成为全球共同面临的重大挑战。2016年7月5日，作为我国网络安全保障基本法的《中华人民共和国网络安全法（草案二次审议稿）》正式向社会公布，我国网络与信息安全治理法制化进入全面制定与完善的时期。

中国信息安全法律大会创办于2010年，是中国信息安全法律大会组委会主办的业界知名大会，一直致力于构建政府与企业、国家与社会、技术与法律协同交流的平台，帮助丰富和发展网络与信息安全法学基础理论，支持我国网络社会治理创新体系的构建。

第七届中国信息安全法律大会将由多家国家政府部门和中国网络空间安全协会联合指导，西安交通大学、公安部第三研究所、中国信息通信研究院互联网法律研究中心、北京邮电大学互联网治理与法律研究中心等单位联合承办（组委会与程序委员会名单另行通知），会议时间为2016年12月14日-15日，会议地点为上海浦东长荣桂冠酒店，会期二天，会议规模250人左右。

本届大会面向全社会征集会议论文（征文启事已公开发布），评审通过的优秀论文将根据质量推荐在《西安交通大学学报（社会科学版）》《中国信息安全》《信息安全与通信保密》等期刊正式发表。第七届中国信息安全法律大会将以“主权、治理、密码、执法”为主题，设大会主论坛和“关键信息基础设施保护”“网络社会治理创新”“网络安全法”“密码法闭门高端论坛”四个分论坛进行更深更全面的研讨。现诚挚邀请社会各界有识之士拨冗出席指导。

The 7th China Information Security Law Conference Announcement

Cyberspacehas become the critical area relating to national security, industrial development and protection of individual rights. International struggles on military conflict, import and export control, national security reviews and data sovereignty are becoming more and more intense.Moreover, network public sentiment crisis, cyber false information and cyber-terrorisms are flooding.Network attacks seriously threaten the security of critical infrastructure, and large-scale personal information leaks occur frequently, which makes governance in network society becoming a major global challenge. Cyber Security Law of People's Republic of China (Second Draft), as the basic law of China's cyber security, was officially announced to the public on July 5, 2016, marking a new period that China's network and information security governance will develop and improve a comprehensive legal system.

China Information Security Law Conference was founded in2010, is a well-known conference in the industry sponsored bythe Chinese Information Security Law Conference Organizing Committee, has been committed tobuild a platform for the government and enterprises, the state and society, law and technology of cooperative communication,to enrich and develop the network and information security law theory, to support constructing innovation system of the network society governance inChina.

The 7th China Information Security Law Conference will guide by several national government departments and Cyber Security Association of China, jointly sponsored by Xi'an Jiao Tong University, The Third Research Institute of the Ministry of Public Security, China Academy of Telecommunication Research of MIIT Internet Law Research Center, Beijing University of Posts and Telecommunications Institute of Internet Governance and Law(list of Organizing Committeeand Program committee will be announced).The Conference will be hold on December 14-15, 2016inEvergreen Laurel Hotel, Pudong, Shanghai.The duration is2 Days.
